The US Department of Homeland Security (DHS) is investigating a major cyber breach of its primary intelligence-sharing network, HSIN, which occurred between late May and early June, potentially compromising sensitive data utilised by federal, state, and local law enforcement agencies.
Legacy Systems and Ongoing Investigations
First reported by cybersecurity outlets Nextgov and Bleeping Computer, the intrusion targeted the Homeland Security Information Network (HSIN). This vital platform is designed to help various government bodies plan, co-ordinate, and share intelligence during major public events and emergency responses.
According to reports, unauthorised actors managed to infiltrate HSIN servers, raising concerns that critical data shared via the platform may have been exposed. In response to the incident, an unnamed DHS spokesperson confirmed that the department is actively addressing “a recent cyber incident involving a specific, unclassified legacy information sharing environment.”
The spokesperson added that immediate measures were taken to isolate the affected systems, mitigate the vulnerability, and initiate a comprehensive forensic investigation. However, the DHS declined to provide further details regarding the specific volume or nature of the compromised data. This is not the first time the platform has faced scrutiny; a previously reported security lapse in 2023 revealed that HSIN held sensitive personal data linked to the surveillance of American citizens.
National Security Risks and Major Event Co-ordination
Although the information shared on HSIN is technically unclassified, experts warn that its exposure carries significant dangers. Mark Warner, a Democratic senator for Virginia and ranking member of the Senate Intelligence Committee, emphasised the severity of the breach in a statement, noting that the exposure of such highly sensitive data actively risks national security.
Senator Warner highlighted that the HSIN platform is currently being used to co-ordinate security operations for the ongoing World Cup matches in the United States. Furthermore, the network was heavily relied upon last year to manage the emergency response following the mid-air collision between an American Airlines passenger jet and a US Army Black Hawk helicopter over Washington, D.C., a disaster that claimed 67 lives.
A Growing Pattern of Federal Cyber Vulnerabilities
The identity and motives of the hackers remain unknown, but the breach has reignited intense debate over the US government’s ability to defend its own digital infrastructure. This incident follows a series of deep budget cuts across federal departments, including the DHS and its dedicated cybersecurity agency, CISA, enacted under the Trump administration.
Since January 2025, the federal government has battled multiple high-profile security failures. These include the unauthorised sharing of classified war plans on consumer messaging apps like Signal, and the raiding of federal databases containing personal information by personnel associated with Elon Musk’s Department of Government Efficiency (DOGE). Additionally, a major credential leak by a CISA contractor recently exposed access keys to various government cloud systems.
These issues compound earlier security crises, such as when the FBI was forced to declare a “major cyber incident” after exposing the phone numbers of active surveillance targets, handing a significant tactical advantage to foreign adversaries and domestic targets alike.
